摘  要:自1981年中国研究生学位制度建立后,中国研究生教育不断发展壮大。面对高等教育大众化以及强劲增长的研究生教育规模,政府投入研究生教育的经费负担也越来越大。高等教育收费改革成为一种国际趋势,高等教育成本分担已成为各国解决教育经费紧缺的普遍做法。美、英两国拥有先进、发达的高等教育体系,以其精良、优质的高等教育质量享誉全球。美英研究生教育在改革和发展中经历各自的制度变迁过程。梳理美英研究生教育收费制度的变迁历程、特点和经验,对现阶段中国研究生全面收费政策面临的问题,可起到借鉴作用,以期促进中国研究生教育持续健康的发展和人才培养质量的提升。The postgraduate education in China has been developing steadily since the establishment of Chinese graduate degree system in 1981. Facing the popularization of higher education and the strong growth of postgraduate education scale, the government has invested more and more funds for postgraduate education. Reformation of the charging system of higher education has become an interna- tional trend and higher education cost sharing has become a common practice to solve the shortage of educational funds for all countries. The United States and Britain have advanced and developed higher education systems, which enjoy worldwide reputation for their excel- lent and superior higher education quality. In the process of reform and development, American and British postgraduate educations have undergone their own institutional changes. Reviewing the changing history, characteristics and experience of charging system for postgraduate education in the United States and Britain can serve a reference to the issues faced by total tuition policy for postgraduate students in China at the present stage, to promote the sustained and healthy development of Chinese postgraduate education and the im- provement of the quality of talent training.
