摘　　要：针对现有电力系统中海量雷电数据的快速计算、安全存储、开放共享和雷电应用系统的高并发稳定性等方面存在的技术瓶颈,提出并构建了基于云计算的雷电监测预警与防护平台(简称雷电云平台),对面向行业领域和公众用户的雷电云平台进行了总体架构设计,研究了互联网云计算相关技术在雷电云平台中的应用。研究结果表明:雷电云平台分为3个层次,即基础设施层、平台支撑层和应用软件层;所研发出的综合性云应用软件支持浏览器和移动终端访问,集雷电预警预报、雷电实况监测、雷击事故诊断、雷害风险评估、雷害综合治理、雷电防护装备和防雷咨询服务等功能于一体;雷电云平台的建立大幅提升了海量雷电数据的计算、存储与共享能力和应用系统的并发访问水平。该平台可以为关注防雷安全的各行业用户和公众用户提供数据服务开放、应用方式便捷和防雷服务全面的整体解决方案,对社会性防雷减灾工作具有重要的意义。Aiming at solving the technical barriers on fast computing, safety storage, open sharing of massive lightning data and stable accesses of lightning application system in the existing power system, we constructed a platform for monitoring, warning, and protecting lightning（or lightning cloud platform for short） based on cloud compution. General architecture of the lightning cloud platform for multiple industries and public users was designed, and application of rele- vant cloud compution techniques on the lightning cloud platform was studied. The results show that the lightning cloud platform consists of three layers, namely infrastructure layer, platform support layer, and software application layer. Fur- thermore, the developed comprehensive cloud application software can support both browser and mobile terminal access, which assembles lightning warning and forecasting, lightning real-time monitoring, lightning trip-out diagnosis, lightning risk evaluation, lightning damage management, schemes and the consult services for lightning protection, etc. By estab- lishing lightning cloud platform, the capacity of computing, storage and sharing of massive lightning data and the level of concurrent access to lightning application system have been enhanced significantly. And this platform can provide open data service, convenient application, and full-service of lightning protection overall solution for various industries and public users, which are important to social lightning protection and disaster reduction work.
