摘　　要：解读林地市场上农户意愿与契约行为的不一致,厘清外部制度政策、公共服务体制、农户行为决策和林地市场运行的内在逻辑关系;产权制度安排下农户意愿与契约行为不一致的形成逻辑;林地经营制度安排下产权市场契约行为的困境;公共服务体制如信息、监管、评估和保障等等服务作用下农户行为的理性决策与行为结果的理性程度;以及探明微观市场上农户产权交易意愿与契约行为不一致的表现。制度与政策效率与适应、公共服务体制健全与到位、农户行为决策自主与理性以及林地市场运行机制有效与规范是农户行使林地产权权能意愿与行为一致的根本。⑴Background——The proportion of contract behavior in the transfer of farmers'forestland in land market is lower than the number of farmers who expect to participate in forestland transfer without contract behavior.Administration intervention is a means to concentrate large amount of forestland resources to make a big number of farmers take contract behavior.However,the means is really not appropriate for intention of farmers(e.g.many farmers make contract behavior without desire of transferring their forestland).So there are two types of the gap between desire and contract behavior in the transfer of farmers'forestland:some farmers expect to transfer their forestland without behavior,the others take contract behavior without desire.⑵Methods——The data is composed of social survey of 1010 questionnaire in 55villages of 6 provinces,such as Guangdong and Zhejiang etc.The current situation is described by the statistics data and logical analysis.And the gap between desire and contract behavior in the transfer of farmers'forestland is showed by theoretical concepts and charts in the view of institutional economics,micro-economics and behavior decision-making so on.⑶Results——The farmers transfer their forestland because they lack administrative capacity in pursuit of profit,when capital and technology are restrained from nature of forestland resources,management system,and so on.The farmers did not transfer their forestland are in consideration of security function of forestland resources,the future profit.Also they worry about profit and property rights which might not get back after forestland transfer,and environment threat after forestland transfer,and so on.And there is gap between price and demand of forestland transfer,also contract behavior is comparatively difficult taken for the small scale and thin forestland resources.Some farmers failed to participate in forestland transfer with desire,for one reason is that their desire goal is irrational,which come true difficultly,the other reason is the
