北京平原造林工程效果居民满意度模糊综合评价

摘　　要：基于实地调研和随机抽样的方法,综合生态层、社会层、经济层、景观美化层、管理维护层5个方面对平原造林工程项目区周边居民满意度进行模糊综合评价。研究发现项目区周边居民认为该工程基本取得了预期成效,对平原造林工程效果整体上"比较满意";但针对不同层认可度存在差异性,对平原造林工程不同层面满意度从高到低排序为:社会满意度、生态满意度、景观美化满意度、经济满意度、管理维护满意度。基于研究结果,提出后继工程项目应坚持民生改善原则,进一步优化生态用水结构,科学规划土地利用空间及树种结构,强化公共基础设施配套建设以及促进产业融合等政策建议。⑴Background——In order to solve the increasingly acute problems of environment in Beijing,Beijing Municipal Government started the plain afforestation project in 2012.The existent researches about,evaluating the performance of Plains Afforestation Project in Beijing were more focused on the construction quality,engineering materials and other technical fields.However,the research about evaluating the project performance about vital interests of the residents from the perspective of improving people's livelihood is still blank.⑵Methods——Base on the method of random sampling,this paper selected the caver areas of Plain Afforestation Project(included the north Olympic forest park,the Afforestation zone in Tongzhou,etc.)as the survey area;and selected the residents who live in or often active in survey areas as the survey objects.The evaluation index system of the afforestation project have 20 indicators,includes the ecological layer,the social layer,etc.Evaluating the parameter estimation used the fuzzy comprehensive evaluation method of structural equation model(SEM)parameter estimation.⑶Results——The evaluation result shows that the residents are basically satisfied with the effect of the afforestation project on the plains,so the project has achieved the expected results.The public has different recognition degrees among the various layers,and the satisfaction of all aspects of the afforestation project from high to low as follows:social satisfaction,ecological satisfaction,landscape beautification satisfaction,economic satisfaction,management and maintenance satisfaction.In addition,the key factors of affecting the satisfaction in the plain afforestation project are mainly due to the improvement of water quality,the improvement of employment opportunities,industrial layout optimization,the optimization of tree species diversity and the maintenance of public facilities.Combined with the field research,the residents were satisfied with the social level,ecological level and landscaping level.The mai
