吉林省产科新生儿预防接种信息管理系统的建立及运转情况分析

摘　　要：目的评价吉林省产科新生儿预防接种信息管理系统(Obstetric Neonatal Immunization Information Management System,ONIIMS)的建立及运转情况。方法通过使用浏览器/服务器架构,建立ONIIMS平台,实现吉林省276个产科预防接种单位用户和70个疾病预防控制机构系统管理用户对产科新生儿预防接种个案信息的管理。将全省产科新生儿预防接种个案信息推送至全省1 071个预防接种单位客户端系统,完成平台和客户端之间数据的动态更新。结果经过1.5年的运行,全省276个(100%)产科预防接种单位使用ONIIMS,其中205个(74.28%)产科接种单位共完成252 984名新生儿建档,5日及时建档率为78.24%,5日个案及时审核率为82.57%。产科卡介苗接种率为89.46%,首剂乙型肝炎(乙肝)疫苗24小时内及时接种率为93.36%,新生儿母亲乙肝病毒表面抗原阳性率为3.89%,新生儿乙肝免疫球蛋白接种率为3.43%。结论吉林省ONIIMS的实施提高了新生儿预防接种信息采集的完整性、准确性、及时性,与预防接种单位客户端实现了无缝链接,实现了省内流动儿童异地接种的数据共享。Objective To evaluate the Obstetric Neonatal Immunization Information Management System （ONIIMS） in Jilin province. Methods We used a browser/server structure to establish the ONIIMS platform to manage information on obstetric neonatal immunization by users of 276 obstetric units and 70 Centers for Disease Control and Prevention in Jilin. Information of obstetric neonatal immunization was automatically sent to immunization client systems of 1 071 immunization units in the province to achieve dynamic updates of data between the platform and client systems. Results Through a 1.5-year imple- mentation, 276 （100%） obstetric units have used ONIIMS; 205 （74.28 % ） units completed registration of 252 984 newborns, with a registration rate within 5 days of 78.24% and a checking rate within 5 days of 82. 57%. In the obstetric units, vaccination coverage was 89.46% for Bacille Calmette-Gu6rin vac- cine and 93.36% for the first-dose hepatitis B vaccine within 24 hours of births. The positivity rate of hepatitis B surface antigen was 3.89% among newborns＇ mothers, and 3.43% of newborns received hepatitis B immune globulin. Conclusions ONIIMS improved completeness, accuracy, and timeliness of collecting neonatal immunization information, seamlessly linked with immunization client systems, and achieved data sharing of migrant children＇ s immunization in Jilin.
