摘  要:针对信息化条件下以信息系统为支撑的装备保障指挥效能评估问题,突出信息系统对装备保障指挥体系效能的生成与倍增作用,以信息化条件下装备保障指挥整体效能评估为目标,以"信息优势-决策优势-行动优势"链为支撑,构建了融合信息效能、决策效能和行动效能的信息化条件下装备保障指挥效能评估框架,提出了基于作战对抗仿真的装备保障指挥效能评估方法。建立了包含信息效能、决策效能和行动效能的装备保障指挥效能指标体系,提出了各类效能指标的计算原理与模型,给出了基于图谱分析方法和层次分析法的评估结果分析方法,最后以某数字化步兵师和机械化步兵师装备保障指挥效能评估为例,验证了上述评估方法、评估指标体系和评估模型的可行性与有效性。In information warfare age, the information system is a fundamental module in the equipment support command system-of-systems, which effects the creation and increasing of the equipment support command effective- ness. According to the principle creating equipment support command capabilities under information warfare and the chain of information superiority, decision superiority and action superiority, a new evaluation framework integrating information effectiveness, decision effectiveness and action effectiveness was proposed, and a new evaluation method named as effectiveness evaluation method for equipment support command based on warfare simulation was proposed. Then an indexes including information effectiveness, decision effectiveness and action effectiveness were constructed. The calculating models for all the indexes were built step by step. And the map analysis method and AHP were intro- duced to calculate the whole effectiveness of the equipment support command system-of-systems. Finally, an exam- ple evaluating the equipment support command effectiveness of the digitized troops and the mechanized troops is intro- duced. The result shows that the method, indexes and models are rational and effective.
