海绵城市理念纳入城市总体规划编制内容的关键点

摘　　要：2016年3月,住建部发布《海绵城市专项规划编制暂行规定》,标志着海绵城市理念开始纳入城市规划法定体系。但城市总体规划作为专项规划的上位规划,其内容的延迟将导致海绵城市专项规划编制无纲可依,因此必须尽快将海绵城市理念纳入城市总体规划。通过系统调查国外开展雨洪管理实践的城市及其相关规划,归纳出国外雨洪管理理念纳入城市总体规划的共性,如总体规划的编制注重多学科多专业配合;雨洪管理理念体现在总体规划的目标、策略和具体措施三个层级;内容上包含雨洪管理的理念、原则、措施类型及系统构建途径,以此启发我国海绵城市理念纳入总体规划的关键点和实现途径。该研究结论可为新时期的城市总体规划编制提供参考。The Ministry of Housing and Urban-Rural Development of the People＇ s Republic ofChina （MOHURD） issued the Provisional Regulations on Sponge City Object Planning Preparation, whichindicated that the sponge city concept had been included in the city planning legal system. However, thedelay of specific content in the overall plan, e.g. an upper plan of the object plan, would lead to the factthat there is no specific referential basis for the sponge city object planning. So it is very necessary to in-corporate the concept of sponge city into the overall plan. Through the systematic investigation of relativeprojects abroad, this study summarizes the common experiences about overall plan preparation, with con-sideration of the muhi-disciplinary and multi-role cooperation. This study divides the stormwater manage-ment process into three levels, namely general aims, strategies and specific measures. This study aims toinspire domestic practice of incorporating the sponge city concept into the overall plan, and provides pos-sible reference for the new-period overall plan determination.
