摘 要:中国正处于经济转型的节点,国内金融服务贸易存在高壁垒。美国等发达国家主导TPP、TiSA谈判,推动国际金融服务贸易自由化进程。这些协定不仅在最惠国待遇、国民待遇等作出规定,而且对金融服务的具体部门也作出规范。中国虽然还没有加入这些谈判或者缔结类似要求的条约,但是应当做好研究和应对准备。可以把"法治引领开放创新"的自由贸易试验区作为压力度测试的平台,建议进一步放宽外资准入、放松跨境投融资限制和扩展自由贸易账户等。China is in its economic transition, while high barriers in the financial services trade still exist. The United States and other developed countries dominate TPP and TiSA negotiations to promote the process of international financial services trade liberalization. These agreements not only provide the most-favored-nation treatment and national treatment, but also the specific sectors of financial services. China has not yet joined the negotiations or the conclusion of similar requirements of the treaty, but we should be well prepared. The Pilot free trade zone, leading the openness and innovation via rule of law, is a platform for stress testing, and it is proposed to further foreign investment, cross-border investment and Special Financing Account.
