摘 要:通过构建多任务委托代理博弈模型以及相应的实证分析,从多任务视角研究我国新能源汽车产业政策对其绩效的影响。研究结果表明,在短期测量技术绩效存在极大困难的情况下,对新能源汽车推广应用的强激励严重弱化了技术突破目标的实现,并造成地方保护主义,"小而散"的产业组织形态以及辅助设施建设滞后等产业发展乱象。新能源汽车产业政策应该从弱化补贴的基础上强化技术、突破目标,引入竞争增强型的产业政策和工具,在构建和完善新能源汽车产业生态3个方面精准发力。Through constructing multitask principal-agent model and the corresponding empirical analysis, we analyze the performance of China's new energy automobile industry policy from the perspective of multitask. The research results indicate that intensive incentives for the promotion of the new energy automobile industry have severely influenced the realization of the goals that technological breakthrough sets under the background of the current difficulty in judging the performance of technology in a short period, resulting in industry development chaos, such as local protectionism, "small and disperse" industrial organizations, lagging infrastructure construction and so on. The new energy automobile industry policy should exactly focus on the technological breakthrough while weakening the subsidy, employ the competition-oriented industrial policy and instruments, and establish and strengthen the new energy automobile industry ecology.
