摘　　要：通过实验,比对了黑龙江漠河中俄输油管道2014年1月1日至2017年4月30日期间进口俄罗斯原油密度检验中国、俄罗斯双方口岸的实验检验结果,研究了俄罗斯原油检验ГОSТ国家标准和我国原油检验GB国家标准的差异性。3年多的对比试验结果显示,采用俄方ГОSТ标准和中国GB标准测定原油密度的检验结果明显存在系统性偏差;研究得出的中俄双方检验结果的变化规律以及相对误差,为中俄原油贸易谈判和争端的解决提供了实验依据,为中俄总理定期会晤委员会经贸合作分委会的标准计量认证和检验监管常设工作组能源计量分组的四次会谈提供了技术支撑。Through experiments,this paper compared with the inspection of sulfur density of China,Russia both sides of the port during January 1st in 2014-April 30th in 2017 in imported Russian crude oil in Heilongjiang Mohe Sino-Russian oil pipeline,and studied the differences between the two matrix of experimental results determined by the FOCT standard and GB standard of crude oil. The comparative test results more than three years showed that the determination of the test results in the sulfur density of crude oil imported form Russian through the use of FOST standard and GB standard exist clearly systematic deviation,the variation of the test results of the crude oil sulfur density between China and Russia and the relative error were studied in order to provide the settlements of trade negotiation and dispute in international oil,and this study provide the technical support for the four meetings of the Energy Metric Subgroup of the Standing Committee on Standardization Certification and Inspection of the Subcommittee on Economic and Trade Cooperation between the Chinese and Russian Prime Ministers＇ Regular Meetings Committee.
