摘　　要：从过程的观点来看,制度化是制度与人之间相互塑造、共同演变的动态过程。其中,协商民主制度的制定以人性假设为前提,协商民主制度以其特定的形式影响和塑造着主体,而主体也能动地选择、适应和修正特定制度。深刻认识这种制度与人之间的实践互动,把握制度化的过程性特征,对于协商民主的制度化建设具有十分重要的现实意义。From the point of view of the process, institutionalization is the evolution process of the institution and the human shape and the co evolution. Among them, the formulation of deliberative democracy is based on the assumption of human nature, the deliberative democracy institution has the role of shaping the main body, and the subject will have a correction of the deliberative democracy. A profound understanding of the interaction between them has very important practical significance to the construction of the system of deliberative democracy.
