摘　　要：目的:通过对基层卫生人员基本公共卫生服务能力进行分析,发现存在的问题并提出相关建议。方法:主要采用多维度象限分析进行评价。结果:基层卫生人员对各维度中理论掌握评价得分较高(4.59),提供各项服务的服务能力评价得分(4.14)较低,其次是操作能力评价得分为4.18。多维象限分析结果显示,健康档案、健康教育和儿童健康管理服务项目属于理论掌握评价较低,而操作能力和服务能力评价情况均较好;预防接种、孕产妇健康管理、重大公共卫生及传染病防治服务项目属于理论掌握较好,其操作能力和服务能力评价情况较差;重症精神病健康管理和卫生监督协管服务各项目得分均较低。结论:强化基层卫生人员的角色转变和认知程度,并与公众积极互动;多角度多方式改善基层卫生人员的激励机制,提高服务能力。ObjectiveTo analyze the essential public health services capability of primary health staffs, thus finding the prob- lems and putting forward suggestions. Methods Multidimensional quadrant analysis was mainly used for evaluation. Results Primary health staff in theoretical grasp score was higher （4.59）, service capability evaluation score （4. 14） was lower, and thenwas the operational capability evaluation score （4. 18 ）. Multidimensional quadrant analysis showed that the scores of health records, health education and children health management services were low, while those of the operation ability and service ability evalua- tion situation were better; Vaccination, maternal health management, major public health and the prevention and treatment of in- fectious diseases got better theoretical grasp, while their operating ability and service ability evaluation werepoorer; Severe mental health management, health supervision and assistance services all got a lower score for each item. Conclusion We should strength- en the role change and cognition of the primary health staffs and interact with the public actively; and improve the incentive mech- anism of grassroots health workers by multimode, thus improving service ability.
