摘　　要：CITES公约是旨在防止濒危物种因国际贸易而灭绝的强势国际公约,积极履行公约对维护生物多样性和国家利益都具有重要意义。CITES公约及其事务信息量大、涉及面广、工作量大,我国履约工作需基于公约研究;公约的决定、理念和影响力处于不断演化的进程,我国积极促进公约的健康发展需加强公约研究;公约事务与我国利益攸关,我国积极、主动地参与公约事务,维护国家利益,需要加强公约研究。自加入公约以来,我国已逐步形成稳定的履约法律法规体系和履约机构体系,履约水平不断提升,如今有能力也有必要转变理念,从对公约的亦步亦趋式跟随转变为主动参与或主导公约规则的制定,积极影响公约的发展。这一转变需要我国对公约及其事务进行系统、深入的研究。The Convention on International Trade in Endangered Species（ CITES） aims to ensure that international trade in endangered species does not threaten species survival. Implementation of CITES is of significance to both bio-diversity and national interest. Since CITES affairs involve large amounts of information,diverse fields and huge workloads,China＇ s CITES implementation work must be based on study of the Convention. Because the decisions,ideas and influence of the Convention can change,China needs to strengthen its study of the Convention to promote its healthy evolution. Because CITES affairs closely relate to China＇ s national interest,we need to strengthen study of the Convention to take an active part in CITES affairs. Since joining the Convention,China has gradually established stable systems in laws,regulations,and implementing agencies. China has improved its capacity for CITES implementation,and currently has the capacity and necessity to change the approach to implementing the Convention. We should abandon the past practice of following the Convention,but make efforts to actively participate in,or take the lead in making rules for the Convention, exerting influence on its evolution. This shift requires comprehensive and in-depth study on CITES convention and its affairs on China＇ s part.
