摘　　要：本文拟由电信法例保障战时军事通信,电信组织相适战时军事需求,电信建设满足战时军事推进,战时军事发展与电信财务困境等四个维度着力,分层透视其时电信与军事领域的相互作用与影响。This article from the wartime military and telecoms groups, telecommunications, construction, telecommunica- tions, balance of payments and other three viewpoints on, in the demonstration of the interaction between the industry and mil- itary fields, based on the analysis when the military deployment of the demand for telecommunications, and the impact of the construction of military industry development historical issues.
