地方林业行政审批制度改革的经验及启示

摘　　要：围绕2010年以来国务院启动的新一轮行政审批制度改革问题,对广东省、湖南省六市进行了调研。研究发现:地方林业行政审批制度改革过程中形成了两种模式,一是以郴州市为代表的"两集中两到位"模式,二是以中山市为代表的"三集中一分离"模式。两种模式在改革目标、机构设置、制度建设、程序设置方面具有相似性,但在改革理念、中介服务组织改革、审批方式方面存在明显差异。基于研究提出建议:改革实践中积累的经验,对下一步深化林业行政审批制度改革具有六个方面的重要启示。Based on a new round of reform to administrative examination and approval system launched by the state council in 2010, an investigation has carried out in six cities in Guangdong and Hunan. The result shows that there are two models on reform of the local forestry administrative examination and approval system, one is ＂Two Concentrations and Two in Place＂ model as example of Chenzhou city, and the other is ＂Three Concentrations and One separation＂ model as example of Zhongshan city. There are similarities in the reform targets, Institutional Settings, the system construction and Application Settings. There are differences in Reform concept, intermediary service organization and the examination and approval ways. Accordingly, the accumulated experience of the reform in practice in six aspects is suggested as reference to deepen reform of the forestry administrative examination and approval system.
