摘  要:针对飞速发展的中长期市场化改革中如何协调中长期市场交易计划和日发电计划的问题,提出了以机组启停费用最小为目标的周机组组合方法,以承接中长期交易计划电量履约要求和节能减排优先级,并为日发电计划留足优化空间。决策模型以中长期计划的市场效益和节能减排效益已充分优化为前提,考虑电量完成进度约束、启停连续性约束和开机充裕度约束,针对最新的电网运行信息和系统平衡偏差,优化最佳的机组组合调整量。最后,以某省实际数据为基础构造算例,验证了该方法的可行性。该方法有利于降低机组再组合成本,最大限度地继承中长期计划的社会效益和环保效益。According to the problem about how to harmonize mid long term trade planning and daily scheduling during the rapid development of mid-long term market-oriented reform, a weekly unit commitment strategy which takes unit start/stop cost minimum as the goal is proposed to inherit the agreement requirement of mid-long term trading planned electricity and the priority of energy conservation and emission reduction and to give enough optimal space for daily generation scheduling. The decision model takes the fully optimized market efficiency and benefit of energy conservation and emission reduction as the precondition, considers the constraints of electricity completion progress and starting-up abundance, and optimizes the best unit commitment adjustment according to the latest power grid operation information and system balance bias. Finally, a provincial real data show the feasibility of this method. It makes for lowering unit re-assembling cost and inheriting maximum social and environmental benefit of mid-long term plan.
