次地区安全秩序与小国的追随战略

摘　　要：在东亚地区权力转移的过程中,小国的角色和行为广受关注,它们在中美之间采取的大国平衡战略成为考察地区秩序演变的一个重要方面。然而,由于受到外部客观环境和自身实力的约束,小国在应对地区安全秩序变化的过程中要同时处理地区体系、次地区体系和国内等不同层次的问题。除了需要考虑地区体系性风险和国内政治稳定性之外,在东亚地区实力层级中处于底层的小国还必须防范来自邻近中等强国的潜在或实际威胁。地区体系中的小国在维护国家安全时,重点关注次地区秩序的三种变化,分别是邻国之间战略矛盾的升级、邻国国内政治危机的外溢和以牺牲小国为代价的和解。为了防范和抑制这些次地区层面的不稳定因素,应对来自邻近周边地区的未知安全风险,小国会与处于实力层级顶层的大国建立特殊安全关系。柬埔寨、新加坡和韩国与一个特定大国紧密、持续的安全合作表明作为总体安全战略中不可或缺的考量,追随域外大国以对冲次地区潜在威胁是小国行为的重要补充性逻辑。In the process of power transition in East Asia,the role and behavior of small states are widely watched, and their balance of power strategy between China and the United States has become an important aspect of the evolution of the regional order. However,due to the constraints of the external factors and their own strength,small states need to deal with problems from regional system,sub-regional system and domestic levels simultaneously in response to regional security order changes. In addition to reduce regional systemic and domestic political risks,small states at the bottom of the regional hierarchy must also guard against potential or actual threats from their middle power neighbors. For small states,potential threats in sub-regional system include the escalation of strategic conflicts between neighboring states, the spillover of the neighbor's domestic political crisis,or the neighbors' reconciliation at the expense of small states. In order to suppress such factors of instability and deal with uncertain security risks from neighboring areas,small states tend to maintain close security relation with a great power. As an indispensable consideration in overall security strategy,bandwagoning with great power to hedge against neighbors is small states' important behavioral logic.
