摘  要:基于现代农业相关理论及我国现代农业示范园区发展的状况,结合示范园区在建设、经营和效益3个方面应具备的能力角度设计现代农业示范园综合评价指标体系,最终确定了5个一级指标和19个二级指标,并采用模糊层次分析法(Fuzzy-AHP)对各级指标的权重进行测算。结果表明,科技支撑能力、示范带动能力和硬件投入状况3个指标权重都超过0.2,对园区的综合发展起着非常重要的作用;经济发展能力对园区发展影响较大,权重介于0.15-0.2之间;可持续发展能力的影响力较小。结合青岛市店埠镇胡萝卜种植园实际调研得到专家给出的模糊评价矩阵,定量分析了青岛市店埠镇胡萝卜种植园的综合情况。研究表明,青岛市店埠镇胡萝卜种植园综合评分值为72.12,基本发展状况不错,发展进度已达发展阶段中期水平,但园区功能性结构还不平衡,表现为可持续发展能力最强,硬件投入状况和示范带动能力次之。因此,针对青岛市店埠镇胡萝卜种植园的情况,提出应依托科技创新团队,提高科技支撑能力;延伸产业链,增加农产品附加值;创新农民培训机制,提高农民培训和示范带动的效果;有效利用对园区的扶持性政策,提高园区的可持续发展能力等建议。Based on the theories of modern agriculture and the agricultural development in China and taking the Dianbu Carrot Garden as an example, this paper seeks to design a comprehensive evaluation system for modern agricultural demonstration garden, which includes 5 first level indicators and 19 second level indicators. This system combines three aspects of the demonstration garden: construction, management, and benefits. The weights of the indicator system are calculated by using the fuzzy analytic hierarchy process (Fuzzy-AHP). Results show that support capacity of science and technology, demonstration ability and hardware input are the key indicators, whose weights are greater than 0.1. Economic development capacity comes second and the weights are between 0.15-0.2. The sustainable development ability is not a significant factor. Combined with the above results, this paper further analyzed the Dianbu Carrot Garden in Qingdao by a fuzzy synthetic evaluation method. Results show that this garden’s comprehensive score is 72.12. The basic development situation of the Dianbu Carrot Garden is good, which has reached the middle stage of the development period. However, the functional structure of the garden is out of balance. Results also show that the sustainable development ability plays a critical role; while hardware input and demonstration ability come second. Therefore, the Dianbu Carrot Garden should rely on science and technology innovation to increase the support function of science and technology, extend the industrial chain to expand value-added agricultural products, innovate farmers’ training mechanism to enhance the effects of training and demonstration, and effectively use support policies to boost garden’s sustainable development capacity.
