摘 要:城乡边缘区是城乡要素汇聚及空间过渡的特殊区域,在城市开发边界政策下对其进行合理管控有利于推动地区的优化发展。文章通过分析城乡边缘区用地板块碎化、功能配置失衡和镇村空间参差的功能特征,以及面临价值提升和功能优化带来的管理挑战与管控需求,认为基于边界管控的城乡边缘区空间发展应从多情景用地管理、功能单元分类管控和优化用地审批制度三方面展开,最后结合荆门市高新·掇刀区的实践探讨了划归城市开发边界内城乡边缘区的空间管控具体措施。Urban fringe is a special area of urban-rural agglomeration and spatial transition. Reasonable control under the urban development boundary policy is conducive to promoting optimized development in this region. The paper summarizes the function features into land fragmentation, function allocation imbalance and spatial disparity between town and village, and also facing the management challenge and control demand raised by value enhancement and function optimization. It is believed that the spatial development strategies based on border control of urban fringe areas should be carried out in three aspects, the land use management in passionate scenes, the classification control of functional units, and the optimization of land use approval system. Finally, the paper takes High-tech.Duodao district in Jingmen as an example, analyzes the concrete measures and practical experience of spatial control in urban fringe areas under the urban development boundary.
