摘 要:文章结合上海松江区九里亭街道秀浜地区城市更新项目,分析在具有过渡性、混杂性和动态性等特征的城市边缘区城市更新中,政府、开发商、居民、规划设计单位等多方利益主体的特点及其相互关系,总结城市更新项目中多方参与、相互协调、凝聚共识的工作机制,并提出基于多方利益平衡的综合性城市更新策略。文章认为,城市边缘区的城市更新必须有效调动土地、资金、人员和技术等多种资源,以协调多方利益主体以及规划和建设之间的关系。Taking Xiubang area, Jiuliting sub-district, Songjiang district as an example, the paper analyzes the urban renewal in urban fringe which is transitional, mixed, and dynamic. Through the analysis of the relationship among the govemment, developers, residents, and planning & design institutes, a working mechanism for multi-participation, intercoordination, and reaching a consensus is presented, and urban renewal strategy based on the balance of multi-interest is put forward. It is concluded that various resources such as land, fund, personnel, and technology should be effectively mobilized to coordinate the relationship among multi-stakeholders and between planning & implementation.
