摘　　要：十八大以来,中国开启了以制度建设为核心的"国家治理体系和治理能力现代化"之路,正经由完善治理制度以提升治理质量。随着治理理论的演进,政府质量理论超越片面强调政府绩效的"结果导向"治理模式,提出以治理制度的设计逻辑及其制度化运行为核心的"过程导向"治理模式,为政治信任提供着关键来源。基于理论探讨和经验研究,应从国家治理角度区分执政绩效与政府质量对政治信任的不同影响机制。政府质量对中央和地方政府信任的形成发挥着独立且重要的促进作用,并与执政绩效共同构成政治信任的决定性因素。中央和地方政府信任存在不同的动力源泉,政府质量和执政绩效对二者发挥着差异化影响。治理制度的代表性和公正性是信任中央政府的关键成因,而代表性和回应性是地方政府信任形成的主要机制。Since the 18th National Congress of the CPC, China has embarked on the journey of ＂modernization of na- tional governance system and governance capabilities＂ centered on institution-building, and is improving its governance quality by improving its governance system. With the evolution of governance theory, the government quality theory has transcended the ＂result-oriented＂ governance model that unilaterally emphasizes government performance, and proposes a ＂process-oriented＂ governance model that takes the design logic of governance system and its institutional operation as core, so as to provide key sources for political trust. Based on theoretical exploration and empirical research, we should distinguish the different influence mechanisms of the performance of government and the quality of government on political trust from the perspeetb^e of state go,~ernance. The quality of government plays an independent and important role in promo- ting the trust of the central and local governments, and constitutes the decisive factor of political trust together with the per- formance of the government. There are different sources of motivation for the trust of the central and local governments, and the quality of the government and the performance of the government play a differentiated impact on the two. The represen- tation and impartiality of the governance system are the key factors for the trust of the central government, and the represen- tation and responsiveness are the main mechanisms for the formation of trust for local government.
