摘　　要：我国具有丰富的秸秆资源,而由于其环保的特点,秸秆发电项目也受到了政府的支持。虽然国家在政策和法律法规上都对其开辟了道路、提供了保障,但是力度还是比较小。因此对于制度体制要有所创新,要能够带动起地方政府对于秸秆发电产业发展的积极性,保证其执行力,我国的秸秆发电项目在推广和实施中才能有所保障。China has rich straw resources, and because of its environmental protection characteristics, straw power generation project has also been supported by the government. Although the country has opened road and provided guarantee for it in terms of policies and laws and regulations, it is obvious that efforts are still relatively small. So system should be innovative, enthusi- asm of local government for straw power generation industry development should be able to drive, execution should be ensured, so as to make straw power generation projects in China to be guaranteed in the promotion and implementation.
