摘 要:利用水泥窑协同处置废弃物是近年来水泥行业提出的一种新的废弃物处理方法。介绍了水泥窑协同处置危险废物的总体流程,对生产过程所涉及的物质和生产设施进行了环境风险识别,提出了从合理选址,危险废物入窑处置,收集、贮存、运输过程,防渗及事故,配套监控及消防设施和应急措施6个方面应该采取的环境风险防范措施,同时制定了环境风险应急预案。废物处置单位应当采取环境风险防范措施,同时确保紧急状态期间应急预案的有效实施,可将水泥窑协同处置项目的环境风险降低到可以接受水平。The use of cement kilns to dispose of waste is a new waste disposal method proposed by the cement industry in recent years. This paper introduces the general process of cement kiln to deal with hazardous waste, carries out en- vironmental risk identification of substances and production facilities involved in the production process, and puts forward environmental risk prevention measures from six aspects of reasonable location, disposal of hazardous waste into the kiln, collection, storage and transportation process, anti-seepage and accident, supporting monitoring and fire facilities, emergency measures. At the same time to develop environmental risk contingency plans. Waste disposal units should take environmental risk precautions, ensuring the effective implementation of contingency plans during a state of emergency that can reduce the environmental risk of cement kilns to acceptable levels.
