摘　　要：文中主要介绍了MARPOL公约附则IV和附则V的PSC导则(此后称作导则)的研究和编写过程。从评估结果看出,此导则基于现有公约体系形成一个统一的方式引导PSCO开展检查。The paper introduces the process of the research and development of the PSC Guidelines for MARPOL Annexes IV and V （ hereinafter referred to as the Guidelines ） . As is shown by the results of evaluation, the Guidelines can guide PSCOs in their inspections through a tmified pattern based on the existing convention system.
