经济学视域下的公安软实力的分析与培育

摘　　要：公安软实力是公安工作不断发展的过程中逐步积淀下来的各种文化、价值观、精神力量和对外影响力的总和。其在经济学上具有资源配置、价值创造、动力激励等五大效应。在进一步提高人民群众安全感与满意度方面,对公安软实力的投资所带来的收益远大于对硬实力的一味加强。为使公安软实力效能充分发挥,应当以公安文化、公安环境与公安形象为抓手,结合我国公安现状的同时借鉴国外优秀经验,开拓公安软实力的现实培育路径,实现公安软实力的有效增强。The soft power of public security is the sum of all kinds of culture, values, spiritual power and external influence gradually accumulated in the process of the development of public security work. It has five major effects, such as resource allocation, value creation and motivation. To further improve the people＇s sense of security and satisfaction, the benefits of the investment in the soft power of public security is far greater than the strengthening of hard power. In order to make the soft strength should give full play to the effectiveness of public security, public security, cultural environment and public security image as the starting point, combined with the present situation of public security in China and excellent foreign experience, explore the reality of soft strength cultivation path, effectively enhance the soft power of public security.
