摘　　要：特殊的资源禀赋、区位环境和经济结构,诱致了西北地区发展的不充分和不平衡。新时代西北地区的转型跨越需要紧盯历史赋予的区域方位,承接时代给予的发展方略,基于区域方位的历史传承性,瞄准丝绸之路经济带,发掘区域新的空间价值,有助于解决发展的不平衡问题;基于区域方位的资源黏联性,瞄准供给侧结构性改革,重构价值链治理路径,有助于变资源诅咒为资源福音;基于区域方位的环境差异性,瞄准国家创新驱动战略,强化中小企业创新支持,有助于为转型跨越提供不竭动力;基于区域方位的制度连续性,瞄准农村土地制度改革,有助于提高农民发展能力;基于区域方位的空间有界性,瞄准生态文明体制改革,大力推进绿色发展,有助于西北生态脆弱地区的可持续发展。The Scientific Judgment on the New Era and Major Contradictions in the reports of the 19 th National Congress of the Communist Party of China,is of great significance to the leapfrog development in the northwestern region.The research shows that :based on the historical inheritance of the regional orientation aiming at the Silk Road Economic Belt and exploring the new spatial value of the region can help to solve the imbalanced development problem;based on regional the resource orientation aims at the supply-side structural reform,reconstruct the value chain governance path,help to change the curse of resources for the Gospel of resources;based on the regional differences in environmental orientation,aimed at innovation-driven strategy,strengthening SME innovation support,help to provide an inexhaustible driving force for transformation leap;based on the region Orientation of institutional continuity,aimed at the reform of rural land system will help improve the ability of farmers to develop;based on the spatial orientation of regional orientation,aimed at the reform of ecological civilization,vigorously promote green development,contribute to the sustainable development of ecologically fragile areas in Northwest China.
