摘　　要：土地整治是统筹城乡发展的关键节点和重要平台,是城乡土地要素资源流动的新路径,是解决新农村建设资金平衡的重要手段,已经成为助推经济社会和城乡一体化建设快速发展的战略支撑。响水"两化"建设总体工程是一项实施城乡统筹的系统工程,而响水米产区土地整治工程是实施"两化"战略的重要组成部分,并将其作为"两化"工程的基础和支撑着力打造。通过土地整治6大工程的实施,改变粗放落后的生产方式和农业生产条件,加快实现规模化生产、产业化开发,最大限度的释放石板田的潜力,加快实现村屯向小城镇集中,实现农村城镇化和城乡一体化。Land Consolidation is the key to balance urban and rural development, an important platform, the new path for Urban and rural land resource flows and an important means of solving the new rural construction fund balance.
