政策性农业保险的实施现状及优化路径——基于上海市X村的实地调研

摘　　要：基于对上海市X村的政策性农业保险实施效果的调研,分析了这一政策在该地区的民众认知情况、认知途径、影响农民参保的实际因素等,从而了解农民对政策性农业保险的真实评价以及利益需求、政府落实政策的真实情况以及农民和政府对农业保险公司辅助效果的评价。得出相关的结论:政策性农业保险在实施过程中政府、保险公司等均存在多方面问题,需针对实际情况进行政策优化。Based on the investigation of the implementation effects of policy oriented agricultural insurance in X village of Shanghai City,this paper analyzes the people's cognition,the ways of cognition and the actual factors that affect the farmers' participation in this area.The purpose is to understand the true evaluation of farmers' policy agricultural insurance and the demand for benefits,as well as the true situation of the government's implementation of the policy and the evaluation of the auxiliary effects of the farmers and the government on the agricultural insurance companies.Finally,relevant conclusions are drawn that in the implementation of policy oriented agricultural insurance,it is necessary to optimize the policy for the actual situation to solve the existing problems in the government and insurance companies.
