摘　　要：基于Delphi方法、层次分析法,结合某高校科研项目立项评估数据,对高校科研项目立项评价指标进行研究分析,利用Matlab软件计算指标权重,进而确立高校科研项目立项评价指标体系,找出高校科研项目立项评价的量化差异,为公平、公正、科学、精确地实施项目立项管理提供帮助。Based on the Delphi method,the analytic hierarchy process and the evaluation data of research project establishment in a university,the paper analyzes the evaluation index system of scientific research project establishment in universities by using Matlab software to calculate the index weight.Furthermore,the paper aims to establish the evaluation index system and figure out the quantitative differences in the evaluation index system of scientific research project establishment in universities,in order to implement the project establishment management fairly,justly,scientifically and accurately.
