摘　　要：资源型城市转型发展是区域经济发展客观规律所决定的发展命题,其转型发展必须顺应国家宏观经济发展周期,因地制宜地制定发展战略举措,在尊重市场经济规律的同时,积极发挥政府在制度供给、社会管理和产业引导等方面的建设性作用。鄂尔多斯市作为我国西部典型的资源型城市,顺应新常态下发展形势,积极作为,在地区转型发展进程中取得了重要进展,但同时也面临传统产业增长动力不足、新兴产业发展相对滞后等现实困难。只要遵循系统性改革发展思路,充分结合实际,采取有力举措,久久为功,就一定能够顺利完成转型发展任务。Transformation and development of tlie resource - based cities are the development proposition determined by the objective law of regional economic development and its trancomply wit!i the national macroeconomic development cycle ＆ formulate the development strategy according to lo-cal conditions ＆ at the same time in respect of the laws of the market economy ＆ in the system supply ＆ social management and industry guidance and other aspects of the constructive role. Ordosas a typical resource - based city in western China ＆ conforms to the new normal development situation ＆ in theprocess of regional transformation and development has made important progress ＆ but alsomomentum in the growth of traditional industries ＆ the development of new industries is relatively lagging behindand other practical difficulties. As long as following the systematic reform and devwith the actual ＆ taking a strong move ＆ a long time for the work ＆ it will be able to successfully complete the trans-formation and development tasks.
