摘　　要：现阶段,研究工程造价咨询执业保险对工程造价咨询行业具有重大创新意义。通过构建工程造价咨询执业保险市场的演化博弈模型,探索该执业保险市场的均衡演化规律以及揭示各影响因素对保险市场均衡的作用效果,为建立完善工程造价咨询执业保险制度提供了一系列建议:建立健全工程造价咨询行业市场信用评价体系,适当提高工程造价咨询公司信誉超支的惩罚力度;创造条件解决工程造价咨询公司投保难、投保成本高,以及保险公司经营费用成本等问题;积极引导保险公司主动建立专门的风险控制机制,尤其预防工程造价咨询公司的道德风险;深入探索工程造价咨询执业保险政策支撑体系建设,在给予工程造价咨询公司业务竞争优势及保险公司税收优惠上优先试行。At the present stage, the research on engineering cost consulting practice liability insurance has great significance to the engineering cost consulting industry. With the help of building the evolutionary game model of en- gineering cost consulting practice liability insurance, the paper explored the evolutionary equilibrium rule of the pro- fessional liability insurance market and revealed the influence of different factors to the insurance market equilibri- um. Finally, a series of recommendations for the establishment of engineering cost consulting professional liability in- surance system was provided ： establish and perfect the credit evaluation system of engineering cost consulting indus- try, and lift the penalty for project cost consulting company＇ s reputation overruns ; create conditions to solve the pro- ject cost consulting company＇ s difficulty in insurance application and high insurance cost and the high operating cost of insurers;actively guide the insurance company to take the initiative to establish a special risk control mecha- nism, especially to prevent the moral hazard of engineering cost consulting companies;explore the establishment of the policy support system for project cost consulting practice insurance, and give priority to enhancing the competi- tive advantage of project cost consulting company and offering insurance companies preferential taxation.
