新疆农村经济增长、收入分配对贫困的影响分析

摘　　要：本文研究了新疆农村经济增长、收入分配与贫困变动的长期均衡和短期动态变动关系。研究结果表明:从长期来看,在其他变量不变的情况下,农村居民人均纯收入每增加1%,将引起贫困发生率平均减少0.107%;基尼系数每增加1%,将引起贫困发生率平均增加1.406%;农村贫困人口的下降主要得益于经济的持续增长,但是收入分配的恶化将削弱经济增长的减贫效果。从短期来看,收入分配的变动对贫困程度没有显著影响,农村经济增长的减贫效果略好于长期,故持续的经济增长尤为重要。因此,建立公平与效率的协调机制,在实现农村经济可持续增长的基础上改善收入分配状况,应是今后新疆农村扶贫开发的方向和着力点。This paper studies the long-term equilibrium and short-term dynamic change of rural economic growth and income distribution on poverty in Xinjiang.The results show that in the case of other variables remain unchanged,per capita net income of farmers increase 1%,and the poverty incidence would reduce about 0.107%.Each increase in the Gini coefficient increase 1%,the poverty rate would increase 1.406%.The decline in the rural poor is mainly due to the continued growth of the economy,but the deterioration of the income distribution partially offset the poverty reduction effect of economic growth.In the short run,the change of income distribution has no significant influence on the degree of poverty.The effect of alleviating poverty in rural economic growth is slightly better than that in the long run,and sustained growth of economy is particularly important.Therefore,the establishment of a fair and efficient coordination mechanism and sustainable growth of rural economy on the basis of improving the income distribution situation is the future of rural poverty alleviation and development in Xinjiang direction and focus.
