中国一流大学建设刍议——兼议“双一流”背景下新疆高校发展差距与对策  

On Constructing First-class University in China——A Discussion of Development Gap and Countermeasures of Colleges and Universities in Xinjiang Under the Background of "Double First-class"

摘　　要：世界一流大学多拥有一流的办学投入和一流的设施、一流的生源、一流的办学理念与体制机制、一流的师资、一流的学科、一流的人才培养与学术成果产出。中国(新疆)高校与世界一流大学的差距主要体现在理念落后、投入不足、体制机制改革滞后、优秀人才短缺、缺乏优质生源和科研创新创造能力等方面。进行系统性的观念变革,把人才工作摆在重中之重的位置,以大学章程的落实为抓手构建现代大学制度,科学定位、优化学科专业结构,以及以人才培养模式改革为抓手打造一流本科教育,应是今后一定时期我国建设一流大学的主要路径。This paper elaborates the standards of world-class university from an international perspective,referring to first-class funding and facilities,first-class source of good students,first-class educational philosophy and mechanism,first-class faculties,first-class disciplines,first-class talents cultivation and academic achievements.What’s more,it also analyses the main disparity between universities in China（Xinjiang） and world-class universities,in terms of lagging behind idea,inadequate financial support to operating universities,backward in system reform,shortage of excellent talents,lacking in outstanding students as well as innovation for research,etc.In the end,it discusses the main paths and countermeasures to construct a first-class university which will be to change systematically the ideas,to give the top priority to works for talent,to construct the modern university system by practicably carrying out university statutes,to scientifically clarify the universities’ identity,to optimize the structure of disciplines and specialties,to construct first-class undergraduates education by taking the reform of talent cultivation mode as the starting point.
