经济欠发达农区深化农村集体产权制度改革的实践与思考——以贵州六盘水市“三变”改革为例

摘　　要：推进农村集体产权制度改革是党的十八届三中全会确定的一项重要改革内容,也是全面深化农村改革的一项重要工作任务。贵州六盘水市的"三变"改革是深化农村集体产权制度改革的一次成功实践,既盘活了农村各类资源要素,促进了"三产"融合和特色农业发展,提升了财政资金使用效率和扶贫开发精准度,也壮大了集体经济实力,增加了农民收入,实现了体制、经济、社会、生态等多重效益。本文以六盘水市"三变"改革为研究对象,深入分析了"三变"改革的主要背景、做法措施、显著成效及其支撑保障,进而提出了"三变"改革的经验启示与借鉴价值,以期为其他欠发达农区深化农村集体产权制度改革提供有益参考。Promoting rural collective property rights system＇s reform is an important content that is determined by the third plenary session of the 18 th CPC central committee,and is also an important task of deepening rural reform comprehensively. Guizhou Liupanshui＇s ＂three changes＂ reform is a successful practice on reform of rural collective property right system, which not only has revitalized countryside＇s all kinds of resources, promoted ＂three production＂ ＇s integration and characteristic agriculture＇s development,improved the using efficiency of financial fund and the accuracy of poverty alleviation and development, but also strengthened the collective economic strength, increased the income of farmers, achieved multiple benefits such as system, economy, society and ecology. The paper takes Guizhou Liupanshui ＂three changes＂ reform as the research object, deeply analyzes ＂three changes＂ reform＇s main background, practice measures, remarkable achievements and support guarantee,then puts for-ward the experience revelation and reference value of ＂three changes＂ reform,hopes to provide some useful references for the reform of rural collective property rights system in other underdeveloped agricultural areas.
