摘　　要：本文总结了31个省级交通部门在大部门制改革、"十三五"规划编制和创新工程实践等方面的总体情况,分析了省级交通部门建设综合交通运输体系的工作经验和现实困难,从深化体制改革、健全协调机制、统筹规划建设、谋划示范工程、完善顶层保障等方面提出创新建设综合交通运输体系的重点方向。The paper summarized the situation of major sector reform,13th five-year planning compiling,and innovation practice which promoted by 31 provincial traffic departments, analyzed the work experience and practical difficulties of provincial traffic department in the area of comprehensive transportation system construction,proposed the key innovation direction of comprehensive transportation system construction,from the perspective of deepen institutional reform,improving coordination mechanisms,coordinating planning and construction,planning demonstration projects,and improving the topdesign.
