中国特色残疾人人权保障机制和发展前瞻

摘　　要：保障残疾人与其他社会成员享有平等人权,是人权普遍性的内在要求和具体体现。残疾人人权的实现面临更多的困难和障碍,在一定程度上构成了残疾人人权的特殊性。随着我国经济社会的不断发展和进步,我国残疾人生存权得到稳定保障,发展权正在得到更好的实现,形成了中国特色的残疾人人权保障制度。中国特色残疾人人权保障机制的四个重要支柱包括法律规制、工作机制、服务保障体系和包容性环境。Ensuring for persons with disabilities human rights equal to those of other mem- bers of the society is an inherent requirement and concrete representation of the universality of human rights. The additional difficulties and obstacles that persons with disabilities encounter in realizing their human rights have, to some extent, constituted the particularity of human rights of persons with disabilities. With the continuous development and progress of the economy and the society in China, the right to life of persons with disabilities enjoys stable guarantee, the right to development is being realized in a better way, and the safeguard regime with Chinese characteristics of human rights of persons with disabilities have come into being. The four im- portant pillars of the safeguard mechanism with Chinese characteristics of human rights of per- sons with disabilities include： legal regulation, operational mechanism, safeguard system of services and an inclusive environment.
