“新大陆时代”背景下中国的亚洲整体外交  

China's “Asian Integrative Diplomacy” in the Background of New Continental Era

摘　　要：在世界大变动的背景下,国际关系经历了古代的"大陆时代"、近代以来的"海洋时代",即将进入到"新大陆时代"。这将是一个陆海协同的国际关系新时代。新中国的周边外交在国际关系的时代变化进程中,从初期的"睦邻外交",转变为改革开放以来的"安邻外交",正在向"富邻外交"的亚洲整体外交的方向转换。中国在亚洲大陆努力建构由内而外的跨境合作的"镶边外交"、双边合作的"2+1"模式、次区域合作机制和区域一体化框架,进而将"东亚经济共同体"、"上海合作组织"、"南亚区域合作联盟"和中俄蒙协作衔接起来,形成一个环环相扣的"四环外交"的亚洲整体区域一体化大框架,从而为"一带一路"建构跨亚欧大陆的宏大战略结构奠定坚实的基础。With the great changes in the world,the international relations have gone through the ancient'continental era',evolved into the modern'ocean era',and will enter into the'new continental era'—a new land-sea synergy international relations era. Likewise,new China's neighboring diplomacy has also experienced 'good neighboring diplomacy'during the early days of the founding of the country,changed into 'secure neighboring diplomacy ' since the opening-up and reform, and will develop into 'rich neighboring diplomacy'—the Asian integrative diplomacy. China has been endeavoring to construct the'border diplomacy'of an inside-out cross-border cooperation,the'2+1'model of bilateral cooperation,and other sub-regional cooperation mechanisms and regional integration frameworks,in hope of connecting'East Asian Economic Community','Shanghai Cooperation Organization( SCO) ','South Asian Association For Regional Cooperation( SAARC) ', and the cooperation among China, Russia and Mongolia. In this way,China will establish a 'four circle diplomacy 'of Asian integrative framework,with all the members linked with one another,thus laying foundation for the building of the 'One Belt One Road'cross-Eurasian continental strategic structure.
