摘　　要：自冷战结束以来,面对日益严重的海盗活动、恐怖袭击、跨国犯罪、自然灾害、过度捕捞、生态保护等非传统安全问题,南海周边国家构建起了一系列囊括多边、双边及非官方层面的合作机制与准则。非传统安全合作已经成为中国—东盟海洋伙伴关系的重要组成部分。然而,南海非传统安全合作还受到传统安全争端、域外大国干涉、机制结构性缺陷等因素的制约。当前南海地区非传统安全合作发展势头良好,特朗普政府的政策调整、非传统安全威胁上升等为南海非传统安全合作提供了新的动力。中国是南海地区非传统安全合作的重要倡议者、积极参与者和机制建设者,应当提倡并引领构建新的南海地区合作机制、利用好当前推动南海地区合作的关键机遇期、充分照顾参与各方的舒适度、加强推动各国国内法律法规和执法部门之间的对接,并从战略高度看待实践层面创新南海地区非传统安全合作。As a semi-closed continental margin sea surrounded by eight countries and region,the South China Sea has attracted worldwide attention due to it's rich natural resources,important shipping value,numerous inter-regional population and complex political situation. Since the end of the Cold War,in the face of non-traditional security issues such as growing piracy, terrorist attacks, transnational crime,natural disasters,over-fishing and ecological protection,the countries inter-area have built a series of cooperation mechanisms and rules include multilateral, bilateral and non-official levels. Maritime nontraditional security cooperation has become a significant part of China-ASEAN maritime partnership. In recent years,the non-traditional security cooperation in the South China Sea has been stagnated due to traditional security disputes,foreign powers intervention,structural defects and other factors. Currently,the South China Sea non-traditional cooperation has entered a new phase of rapid development,the policy shift of Trump administration, increasing non-traditional threats have provided new momentum to the cooperation. China is the main initiator of South China Sea cooperation, actively participating and constructing relative mechanisms. In the future, China should guide the construction of new regional cooperation framework,grasp the current opportunity to promote deeper South China Sea cooperation,fully take care of the comfortablity of participants,enhance strategic synergy of domestic administrative apparatus,in order to make non-traditional security cooperation in the South China Sea as a significant reflection of community of common destiny in the sea.
