水外交的概念、内涵与作用

摘　　要：与"外交"的定义相对应,"水外交"的定义可分为传统、常规、广义水外交三种。广义水外交是以水为核心,在政治、经济、技术、政策等方面的对外交流与合作,包括以"水"为手段服务于外交目的,以及利用外交手段实现"水"领域国家利益,是领域外交的一种。广义水外交的实施主体不仅包括国家政府及其相关部门,还包括科研机构、水利企业等;实施对象不仅包括域内外涉及跨界河流事务的国家,也包括在水方面已经有合作或有潜在合作意向的国家和地区(政府及其相关部门、科研机构、企业),还包括涉水国际组织。水外交在我国外交大局中具有重要地位和作用,是国家总体外交的重要组成部分。积极开展水外交,可维护国家权益,推动经济务实合作和技术交流,促进国家间发展友好关系,提升我国国际影响力。Corresponding to the concept of “ diplomacy ”, the definition of “ water diplomacy ” can be divided into three types ： traditional, conventional and generalized water diplomacy. As a kind of field diplomacy, generalized water diplomacy takes “water” as the core on international communication and cooperation in aspects of politics, economy, technology, policy and so on. It contains realizing diplomatic purposes by a means of ＂ water＂, and achieving national interests in the field of water by diplomatic means. The subjective body of executing generalized water diplomacy is not only the national government and related departments, but also scientific research institutions and water conservancy enterprises; the objective body of execution is not only those countries involved in cross-border river affairs, but also the related countries or regions, government departments, scientific research institutions, and enterprises, which show interest in real or potential cooperation. Of co u rse, international organizations related to water are also included. Water diplomacy, an important component of the national overall diplomacy, plays a significant role in the general situation of China’s foreign affairs. Carrying out water diplomacy can help to protect national rights and interests, to promote economic practical cooperation and technical communication, to develop friendly relationship between countries, and to enhance China’s international influence.
