摘　　要：新型小城镇规划是实践党中央城乡统筹思想,城乡协调发展的战略。从全局出发统筹发展,把城镇和农村的经济、社会发展作为整体统一规划,通盘考虑,相互配合,形成区域网络化。基于这一点,本文以龙江县杏山乡为例阐述了进行新型小城镇规划首先要分析杏山乡城镇发展的基础概况,并对杏山乡现状发展条件和体现的问题进行调研和分析,再对未来进行预测,确定杏山乡总体发展定位,为下一步规划提供依据。New small-town planning is the strategy of carrying out the thought of urban rural overall planning of the Party Central Committee and urban-rural harmonious development. Proceeding from the overall coordinated development to make uniform plan and consideration upon urban-rural economy and development, urban-rural interaction forms regional network. Based on the point, the essay takes an example of Xingshan town, which illustrates the first steps of planning new small town to analyze basic development situation of Xingshan town, and analyzed conditions and current problems, predicting the future, determine the overall development orientation to provide the basis for the next steps in the new small-town planning.
