完善党政领导干部能力考核评价机制的思考

摘　　要：党政领导干部能力考核评价机制不仅对党政领导干部选任起着导向、鞭策和激励的"导航"功能,而且对经济社会良性发展起着指挥、评价和监测的"兜底"作用。决胜全面小康时期完善党政领导干部能力考评机制,要紧紧围绕党政领导干部领导"五大发展"的绩效,健全"五大发展"理念导向的综合考核评价指标体系、"三维多元"的综合考核评价主体网络、基于"大数据"的智慧考核评价方式和"考评结果"导向的刚性激励约束制度。The evaluation mechanism of the CPC and government officials' ability not only performs the "navigation" function of guiding,spurring and motivating the Party and government leading cadres,but also plays the "catch-all" role of commanding,evaluating and monitoring the healthy development of the national economy and society.To strive to complete the building of a moderately prosperous society in all respects and improve the evaluation mechanism of the CPC and government officials' ability,we should rally closely around the Party's the performance of the "five major developments",improve the comprehensive index system for assessing the idea guidance of "five major developments" and the major network of "three-dimensional pluralism",perfect the intelligent assessment way of "Big Data" and the rigid stimulation and restraint system of "evaluation results" oriented.
