竞合视角下小池滨江新区跨界发展的问题及路径改进

摘　　要：以湖北小池滨江新区为例,探析长江中游城市群省际跨界区域这一典范地理空间当前发展面临的问题及改进路径。基于小池滨江新区试图通过土地开发推动九江市人口和产业要素跨界流入受阻的现实问题,借助竞合理论,构建了"合作的共同收益、偏好的多样性、博弈者地位和实力的不对称、博弈结构和参数的稳定性"四个层面的问题成因分析框架。研究发现:九江市合作积极性不高,经济领域合作难以深入,"强—弱"跨界类型难融合,小池滨江新区吸引力不足是导致跨界发展受阻的主要原因。最后,提出政府层面的"经济特区"与市场层面的"边缘城镇"是改进小池滨江新区跨界发展路径的有效手段,可为长江中游城市群省际跨界发展提供启示。This paper takes the example of Xiaochi Binjiang New District in Hubei and analyzes the problem and path improvement of the inter-provincial cross-border district development in the urban agglomeration in the middle reaches of the Yangtze River. Based on the problem that Xiaochi Binjiang New District failure of taking over the population and industry elements of Jiujiang by through land development, it constructs the problem cause analysis framework in four aspects of ＂common benefits of cooperation, the diversity of preferences, the status of the garners and the asymmetry of the strength, the game structure and the stability of parameters＂ from the perspective of competition and cooperation perspective. Researches find that Jiujiang cooperation enthusiasm is not high, failure in the economic cooperation, ＂strong-weak＂ cross-border development is difficult fusion, less attractive of Xiaochi Binjiang New District, which are the main reasons for the difficult cross-border development. Finally, put forward the ＂special economic zones＂ on the government perspective and ＂border town＂ on the market perspective, which are the effective means to improve the path of Xiaochi Binjiang New District cross-border development, to provide enlightenment for the inter-provincial cross- border cooperation in the urban agglomeration in the middle reaches of the Yangtze River.
