摘　　要：指出了随着我国市场经济的进一步深入发展,以前隐性的经济风险也随之显现出来,尤其在地方债务风险方面更为明显。以PPP模式缓解地方债务危机,促进公共基础设施建设为切入点,分析了该模式下风险识别、风险评估、风险应对等工程项目风险管控的要点和方法,结合我国实际情况确定了我国在PPP风险识别阶段采用头脑风暴法的优势和可行性,讨论了风险管理过程中应注意的阶段和环节,研究制定了相应的应对措施。It is pointed out that along with the further development of the market economy in our country, the hidden economic risks have also appeared in the past, especially in the aspects of local debt risk. Taking PPP mode to allevi- ate the local debt crisis and promoting public infrastructure construction as the starting point, this paper analyzed the key points and methods of risk management of project risk identification, risk assessment and risk response in this mode.According to the actual situation in our country, the advantages and feasibility of brainstorming at the identifi- cation stage were confirmed. The stages and links that should be paid attention to in the process of risk management was studied and the corresponding countermeasures were formulated.
