天然气管道建设项目经济效益后评价技术问题探讨

摘　　要：天然气管道建设项目后评价的经济效益评价部分主要是对项目财务效益和投资水平进行分析和评价,是油气田企业最关注的方面之一。为此,按照油气管道建设项目后评价编制要求,总结A线输气管道工程后评价编制经验,着重分析影响项目经济效益后评价的关键技术问题,分别从投资水平横向对比对象选择、经济效益指标计算参数取值及经济效益后评价方法补充等方面提出建议。研究认为天然气管道建议项目经济效益后评价应把握好横向对比对象的选择和计算参数的选取,引入资产安全性收益概念作为项目经济收益的补充。The economic benefits evaluation part of natural gas pipeline construction project post-evaluation, as one of the parts paid with attention by oil and gas enterprises the most, mainly analyzes and evaluates the financial benefits and investment level of the project. According to the requirements for the preparation of natural gas pipeline construction project post-evaluation report, the paper summarizes the experiences in the preparation of gas transmission pipeline A project post-evaluation report, attaches importance to the analysis of key technical problems affecting project economic benefits post-evaluation and proposes suggestions in the aspects of the selection of lateral comparison objects for investment level, determination of calculating parameters for economic benefits indexes and the supplementation of economic benefits post-evaluation method. Study shows that the post-evaluation of economic benefits of natural gas pipeline construction project shall put emphasis on the selection of lateral comparison objects and the determination of calculating parameters, as well as introduce the concept of income from assets security as a supplement to the project economic benefits.
