高校附属医院科研经费管理的影响因素分析

摘　　要：目的了解新疆某高校附属医院科研经费使用及管理的现状及主要影响因素。方法调查采用方便抽样方法,利用自制问卷"新疆高校附属医院科研经费管理提升研究调查问卷"对课题负责人科研经费使用进行调查。对调查人员基本情况采用频率和相对数进行描述,各测量指标间的结余经费水平比较采用检验。结余经费水平的多因素分析采用二分类Logistic回归分析。结果在431份有效问卷中,无结余经费139人,占32.3%;有结余经费292人,占67.7%。单因素分析显示:年龄、工龄、与科研材料/设备购置周期的关系、与课题负责人的主观能动性的关系、科研经费管理办法了解情况是结余经费高低的影响因素。二分类Logistic回归分析结果表明:工龄、与科研材料/设备购置周期的关系是科研经费使用的主要影响因素。结论科研经费管理工作水平有待进一步提高,科研经费管理受诸多因素影响。Objective To understand the main influential factors and current situation about usage and administration of the scientific research funds at some affiliated hospital of some university in Xinjiang. Methods A convenient drawing sample method was applied in this investigation. Investigation about usage of scientific research funds was carried out through questionnaires titled with ＂research and investigation sheet for promoting the administration of the scientific research funds at affiliated hospital of universities in Xinjiang＂. For discription of the basic condition of investigated personnel, the frequences and the relative numbers were applied;Comparison of the surplus fund levels between every indexes was conducted by χ2 test. Multifactorial analyses of the surplus fund was performed by Logistic regression analysis. Results In all 431 cases, no surplus funds were 139 cases, accounting for 32.3%, and cases with surplus funds were 292, accounting for 67.7%. Single factorial analyses manifested that age, seniority, repeated purchasing of scientific devices, subjective activity of researchers and understanding about the administrative principles of research funds were the influencing factors of the amount of surplus funds. Dichotomous Logistic regression analysis indicated that the relationship between seniority and repeated purchasing of scientific devices were the main influencing factors of usage of scientific research funds. Conclusion Administration levels of scientific research fund have yet to be improved, there are many factors that affects the management of the scientific research funds.
