我国种业供给侧改革与种业安全

摘　　要：实现我国种业跨越式发展是确保我国粮食安全、建设现代化农业的重要内容。我国种业在经历了十多年的高速发展后,在向更高的台阶迈进过程中,面临着三大困境:体制性制约、产业链各环节薄弱及外资种业的挑战。破局之要在于种业供给侧改革,这是确保种业安全乃至粮食安全的宏大战略。只有加快推进农业供给侧改革,由政府鼓励、推动、支持种子公司之间的兼并重组,大力扶持育繁推一体化企业,尤其是支持国有种子企业通过并购、参股等形式迅速发展壮大,培育具有核心竞争力和较强国际竞争力的国有种子企业,才能确保国家种业安全。To achieve the leap-forward development of China＇s seed industry is an important part of building modern agriculture and ensuring food security. China＇s seed industry has three major diflemma in the progress of the development after 10 years＇ rapid development,which is the institutional constraints,the weak link in the industrial chain and the challenges of multinational companies. The solution lies in the reform of the supply side of the industry. The supply side reform is suitable for seed industry development,is a grand strategy to ensure seed industry safety and even food security. Only by accelerating the reform of the agricultural supply side,the government encourages and promotes and supports the merger and reorganization between the seed companies,and vigorously supports the integration of the state-owned seed enterprises,cultivates the stateowned enterprises with the core competitiveness and strong international competitiveness,China＇s seed industry security can be guaranteed.
