摘　　要：随着互联网加速向经济社会各领域融合渗透,行业监管机构尤其地方行业监管机构三定职责不断增加。在现有监管队伍严重不足,监管力量薄弱的背景下,加强技术手段建设已成为提升工信部监管能力,创新监管模式的重要突破点。在全面梳理信息通信行业监管的技术手段建设情况的基础上,分析及总结当前行业监管技术手段在提升行业监管能力方面存在的问题及瓶颈,提出进一步完善行业监管技术手段建设的总体思路和政策建议。As the Internet integrating and penetrating into all fields of economy and society accelerate, the responsibilities of the industry regulators, especially the local industry regulators, continue to increase. In case of the shortage of the existing supervisory team and the weak supervision power, strengthening the technical means has become an important breakthrough point for enhancing the regulatory capability of the ministry and innovative regulatory model. On the basis of comprehensively reviewing the construction of the technical means of the industry regulation, this paper analyzes and summarizes the existing problems and bottlenecks in the improvement of the industrial supervision ability, and puts forward the general idea and policy recommendations of improving the construction of the industrial supervision and management techniques.
