摘　　要：基于基本公共服务均等化视角分析城乡居民基本养老保障制度实施运行情况:案例城市基本实现了从机会均等、过程均等到结果均等的目标,完成了"广覆盖、保基本"的要求,但存在待遇公平性、发展可持续性、运营规范性欠缺问题。建议从完善顶层设计、发挥财政补贴调节作用、建立一站式服务等路径进一步优化城乡养老保障一体化建设。From the perspective of basic public services equalization, the thesis analyzes the implement situation of urban and ru鄄ral residents basic old-age security system. The case city basically achieves the goals as equal opportunity and equal process, and ful鄄fills the requirements of ＂ wide coverage, basic protection＂ . However, there are lack of problems such as insufficiency of fair treat鄄ment, sustainable development and operational standardization. It proposed to further optimize the integration construction of urban andrural old-age security by using the top-level design perfection, the moderating role of financial subsidies, and building the one-stopservices.摇 摇
