摘  要:绿色小水电的发展兼顾水电开发和环境保护,对绿色小水电进行综合评价是农村水电开发管理领域中的一项创新性举措。本文从自然生态状况和社会环境状况两个方面构建了绿色小水电评价指标体系,采用多级模糊评价模型和层次分析法对富江小水电站进行绿色小水电评价,计算结果表明,富江小水电站的"绿色"等级为中等偏上,仍有进一步提升的空间。开展绿色小水电评价,能够引导小水电的开发管理更多的关注生态环境保护和当地居民的利益,促进水资源的可持续开发利用。The development of green small hydropower can give consideration to both hydropower development and environmental protection,and comprehensive assessment of green small hydropower is an innova?tive measure in the field of rural hydropower development and management. This paper builds the greenevaluation index system of small hydropower from two aspects of natural ecology and social environment conditions,using analytic hierarchy process and multistage fuzzy evaluation model to evaluate Fujiang small hy-dropower station. The results show that the“green”level of Fujiang small hydropower station is on the average,and there is room for further increase. Carrying out the green evaluation of small hydropower canguide the development of small hydropower management that will pay more attention to the ecological environment protection and the interests of local residents,and promote the sustainable development and utiliza?tion of water resources.
