东北资源助力西北边贸城市产业发展研究--以“一带一路”背景下的新疆塔城市为例

摘　　要：一个城市的产业定位由它的资源禀赋和发展环境决定。在"一带一路"倡议背景下,西北边贸城市产业转型升级获得了良好的外部环境,但是由于其自身资源长期受到区域发展的限制,使得自身资源禀赋与外部环境对接出现了断层。以新疆塔城市作为代表的西北边贸城市表现出这一明显特征。文章通过对塔城市的政治、经济、文化、社会等方面进行梳理和研究,分析如何通过"内地援疆"工程发挥塔城市的区位优势和多元化文化资源禀赋的比较优势,提出塔城市未来产业发展要确立科学的人本思想,依托东北现代产业资源,建立以现代物流为基础的国际供应链相关的产业集群,以金融服务为龙头的城市产业发展服务平台,以特色文化为核心的文旅产业带。The scientific industry orientation of a city should be determined by its natural resource endowment and development environment. Upon the proposal of 'One Belt and One Road', the frontier trade cities in Northwestern China win favorable exterior environment for industry transformation and upgrading. However, due to the limit of regional development for a long time, the internal resource endowment can't conform perfectly to the external environment, which is an obvious tendency shown in northwestern frontier trade cities represented by Tacheng, Xinjiang. Through sorting out and studying various aspects of Tacheng, including politics, economy, culture and society, this paper analyzes how to give full play to the regional advantages and the comparative advantages of multicultural resources of Tacheng through the 'inland-aiding-Xinjiang' project; it proposes that the future industrial development of Tacheng should be based on scientific 'people first' ideology, rely on the modern industrial resources of Northeastern China, establish industrial clusters related to the international supply chain and based on modern logistics, build a service platform for urban industrial development focusing on financial services, as well as a cultural and tourist industrial belt with its unique culture at its core.
